Public servants are regarded as guardians of the public interest, and their pandemic response played a vital role in controlling the spread of the epidemic.
- The effectiveness of epidemic prevention and control of COVID-19 crucially depends on the effort and capacity of the millions of public sector workers from the front line to central administration.
- Public servants adopt many measures to prevent and control the pandemic, including assisting health administrative departments and other relevant departments in collecting information, distributing and segregating personnel, and providing infectious disease prevention and control information to citizens.
Issues :
- many public servants are carrying an increased emotional burden linked to their duties and/or personal situation.
- This crisis has forced public service leaders to reprioritise quickly, determine essential positions and areas, and redeploy the workforce to meet changing demand.

Emergency response capability (ERC) reflects a comprehensive capability to address such events as natural disasters, sudden public health or safety incidents, or military conflict .
Emergency response capability is a major indicator assessing the degree of difficulty faced by public servants when preventing outbreak
